Here is a summary of our recommendations and testimony:

  1. Eliminate the Very Low Density Residential land use designation (1 to 2 homes per ot) included by Burton Planning in the Future Land Use Map for the ETJ , in the definitions and in the narrative.  The VLDR would allow 13,000 to 26,000 new homes, even excluding land with homes on it and steep slopes.
  2. Replace the “Manufacturing” land use designation for the 3,200 acres of land east of the city in the ETJ with “Gravel Mining, Processing and Storage,” which is its current use.
  3. The land use designations for the ETJ should provide a foundation for zoning that will protect rural use and resources, including agriculture, wildlife and water.  Planning and related land use designation should  help avoid water pollution from too many septic systems and depletion and prevent construction in hazard areas.  The testimony includes sources of information to help with that effort.  To help understand the differences, Friends of Park County has prepared a hypothetical map illustrating what those designations might look like in the ETJ.  We emphasize that this is not a proposed map but an illustration of what such a map might look like.
  4. In the meantime while doing the work needed to develop and apply the proper land use designations, the City Planning Board should collaborate with the County Planning Board on protective interim land use designations to protect rural uses and resources.
